Miroslaw Balka’s IHME Project takes place in April 2013 when eight city of Helsinki district communities discuss important issues related to their own neighborhood. Residents sum up their issue in a message and perform it with semaphore flags in the city space.

Residents participating in performing the signals receive guidance to learn this communication method from following instructors: Mikko Niemistö, Riikka Niemistö, Anna-Kaisa Niinikoski and Minna Puolanto.
